Does anybody know of sound editing software that splits a clip into it's original parts (Eg: Remove vocals from a song)

Any of them. Locate the vocal's frequency range, and remove the frequency band. However there is going to be a dead spot where you cut it out. Many programs like Cool Edit, Audition have presets for that too.

How do you locate the vocal frequency?
Is it just trial and error?

as he said, there are presets for that which can get out the vocals etc. very precisely, they work really good. Just look for standard presets (cool edit's good with that one, Voice Studio is also quite good, but more expensive.)

Yeah, there should be accurate presets available. Human voice is around 3k Hrtz or so.
