The way they did it on War of the worlds was similar to how maj Barnes describes. Make sure you get the focus right on the buildings in the forground, even slight blurs will mark it as a model. It is also worth setting each block of buildings in eg. a city, as different plates and then giving them a progressivly faded look. (By blocks I mean foreground, tyhen midground, then back...

Sorry, it was a stupid question without seeing the sequence. The shots are part of a long sequence entering renaissance bristol, where the camera goes towards the city. Will post the rest of the sequence and more info on the film over the next week.
