Does anyone know how to do slow motion or blurr edges of any image to make it appear distorted??? i have a hi8 camera if that makes a difference??

What effect, specifically, are you after? Slow-motion is relatively easy, but it sounds like you're after something more complex. Can you give some more details about what you want?

If your use in avid you go to Effects palate Ctrl + F8 then go to timewarp and ad speed bump then place it on the clip, and then ad the film blur effect, hope that helps.
if you use premire right click the clip and select speed, and ajust to your preferences.
