I remember that one... he just walked into a military base, climbed into one, and took off. Then proceeded to drive around a few neighorhoods and a freeway. The news coverage was somethin remarkable! Eventually a police officer climbed up top and and fired down into the man.

Quite frankly, you don't have to be ex-army to get into an armed military base... unfortunately, anybody can walk right in.
The news coverage just funny and sad in some parts. It was just like a movie, he drove over cars and through yards, wrecked a whole lot of stuff. He never did get stuck, although he did try to knock down an overpass support... He wasn't going very fast, so it was only a matter of time before he was taken out.

Find some stock footage or do close ups of tracks and stuff so you dont show the whole thing. That way, you could find something that has treads, or a toy that has moving treads and paint is to look like a panzer. You wouldnt ever have to show the whole tank, just small details that would make the audience think it is a real tank.

build the external of a tank in wood around a car or pickup, then paint it real good(airbrush) camouflage it with branches and leafs, to cover it up. The barrel can be a large bore pipe. if it is metal, you might want to put a blackpowder charge in it to simulate gunfire.
It is able to move and you can place actors around it, because it is 1:1 in size. for under 1200 $ it should work.

I remember getting into a saudi naval base by just driving quickly, well I knew the guns werent loaded. Use model minatures and green screen. Make a green screen platform out of thin plywood and cut a slit in it. Glue a thin green screen painted stick to the bottom of the tank. Then put the stick through the slit in the green screen platform. Then record it using the stick to move the tank along. That way the wheels move and the tank moves as well. Then shoot some stock footage of the background you want. (i.e. if you are doing a forest scene, go outside and film the forest. Then put it in the background.) I'm using this technique for my film. The original Star Wars was shot using minatures like this.
