I think you are looking for something to come out of nowhere.

If you are willing to spend a little bit, Garageband works pretty well. Soundtrack comes bundled with FCE and that you just add loops together. I don't think there's a free one though...

You could probably use a synthesizer. I'm not an expert, but i do know that many synthesizers have a thing where you play a tune on one instrument, then another instrument and another, and when your done it combines them all to give you a complete orchestral piece. If you want to know more about this sort of thing, you should visit your nearest music store. Or just ask a friend that has a synthesizer. (Tell me if I spelled synthesizer right)

Synthesizer yes spelled right.
Soundtrack has a trial version too, which is easier than Garageband, and you just stack loops.

Do a search. There's a thread floating around here somewhere, that has some info. about a program called Hammerhead Rhythm Station. It's not great but it's free. It may be what you're for.

Fruityloops(www.flstudio.com) is also a really good program it's not free, but there's a demo you can't save your work with the demo, but you can export it to mp3, wav and midi if you export it to mp3 or wav you can't continue working on it with fruityloops (at least not good, because fruity loops can't import mp3 or wav files Correct me if I'm wrong) but if you export it to midi and then import it to fruityloops you can continue it, or you can just buy the program so you can save your work:)
